Scaling Industrial Symbiosis in Europe: Insights and Opportunities from the SCALER Project
This report, developed במסגרת the SCALER project, explores the current state and future potential of industrial symbiosis in Europe, with the aim of supporting its large-scale deployment. It analyzes existing synergies across industries and identifies opportunities to replicate and scale successful practices in different regional and sectoral contexts. The study emphasizes the role of facilitators, digital tools, and cross-sector collaboration in enabling effective resource exchanges, including materials, energy, water, and by-products. It also examines key barriers to scaling, such as regulatory fragmentation, limited market incentives, and lack of standardized approaches. By combining case studies, stakeholder insights, and strategic analysis, the report provides recommendations to enhance policy frameworks, strengthen industrial cooperation, and foster innovation. The findings highlight the importance of systemic and coordinated actions to accelerate the transition towards a circular and resource-efficient European economy.
