Strategic Context and Objectives
The REPowerEU Plan (2022) was introduced in response to the geopolitical and energy crisis triggered by Russia’s invasion of Ukraine, which exposed the European Union’s heavy dependence on Russian fossil fuels. The plan sets out a comprehensive strategy to rapidly reduce this dependency while accelerating the clean energy transition and strengthening the resilience of the EU energy system.
Aligned with the European Green Deal and the Fit for 55 package, REPowerEU aims to ensure energy security, affordability, and sustainability. Its core objective is to phase out Russian fossil fuel imports as soon as possible by combining short-term emergency measures with long-term structural transformations of the energy system.
Key Measures and Systemic Approach
The strategy is built around four main pillars: energy savings, diversification of energy supplies, acceleration of renewable energy deployment, and targeted investments and reforms. Energy efficiency is identified as the fastest and most cost-effective way to reduce consumption, while behavioural changes and improved technologies contribute to immediate and structural demand reduction.
On the supply side, the plan promotes diversification through new international partnerships, joint gas purchasing mechanisms, and increased infrastructure resilience. At the same time, it accelerates the deployment of renewable energy sources, hydrogen, and biomethane to replace fossil fuels across industry, buildings, and transport.
Significant investments—estimated at around €210 billion by 2027—support infrastructure development, innovation, and the scaling-up of clean technologies. The plan also emphasises coordination between EU and national levels, social fairness, and the need for new skills and workforce adaptation. Overall, REPowerEU represents a systemic and integrated response to the energy crisis, combining security, sustainability, and economic transformation within a unified policy framework.
