Policy Frameworks for Advancing Industrial Symbiosis: Insights from the SCALER Project
This report developed within the SCALER project examines the role of policy frameworks in supporting and scaling industrial symbiosis across Europe. It provides an in-depth analysis of existing regulatory instruments, policy initiatives, and governance mechanisms that influence the development of symbiotic exchanges between industries. The study identifies key enabling factors, such as policy coherence, financial incentives, and the integration of industrial symbiosis into broader circular economy strategies. At the same time, it highlights persistent barriers, including regulatory misalignment, administrative complexity, and insufficient stakeholder coordination. Drawing on case studies and comparative policy analysis, the report offers recommendations to improve policy design and implementation, fostering more favorable conditions for cross-sector collaboration and resource efficiency. The findings emphasize the importance of multi-level governance and targeted policy interventions to accelerate the transition towards sustainable and circular industrial systems.
