Limiting Landfilling and Protecting Human Health and the Environment
The Landfill Directive (1999/31/EC, as amended) establishes a comprehensive framework to reduce the environmental and health impacts associated with waste disposal in landfills. Its primary objective is to ensure the progressive reduction of landfilling, particularly of waste that is suitable for recycling or recovery, while introducing stringent technical and operational requirements.
The Directive aims to prevent or minimise negative effects on soil, water, and air, as well as broader impacts such as greenhouse gas emissions. It adopts a life-cycle approach, addressing environmental risks from the operation of landfill sites through to their closure and long-term aftercare.
Targets, Restrictions, and Technical Standards for Sustainable Waste Management
To support the transition toward a circular economy, the Directive introduces binding targets to reduce the landfilling of biodegradable municipal waste and sets a long-term objective of limiting municipal waste landfilled to 10% or less by 2035.
It also establishes strict rules on waste acceptance, prohibiting certain waste streams (such as liquid waste, hazardous medical waste, and untreated waste) and requiring that only waste that has undergone appropriate treatment is landfilled.
In addition, the Directive defines technical standards for landfill design and operation, including requirements for site location, leachate and gas management, and groundwater protection, as detailed in Annex I (pages 19–21). These provisions ensure that landfill sites are properly engineered, monitored, and managed to minimise environmental risks over both operational and post-closure phases.
By combining quantitative targets, regulatory restrictions, and detailed technical requirements, the Directive plays a central role in reducing reliance on landfilling, promoting waste recovery and recycling, and advancing the EU’s circular economy objectives.
