Structural Barriers and Systemic Constraints

The implementation of industrial symbiosis is constrained by a set of structural barriers that limit the identification and realisation of synergies across sectors. A primary challenge lies in the lack of accessible and reliable information on resource availability and potential exchanges, as most opportunities exist outside individual firms’ traditional supply chains.

Regulatory and policy frameworks can also act as limiting factors, particularly where definitions (e.g. waste versus by-product) or compliance requirements create uncertainty or disincentives for resource exchange. In addition, market conditions—such as cost structures, logistics, and price dynamics—affect the feasibility and geographic scale of symbiotic flows.

Technical and operational constraints further complicate implementation, including issues related to material quality, contamination, timing, and compatibility between processes. ICT-based solutions, while promising, have often faced limited uptake due to their inability to fully address these complex and context-specific information needs.

Enabling Factors and Conditions for Scaling

Overcoming these barriers requires coordinated enabling conditions that support the development of industrial symbiosis systems. Facilitation plays a critical role, as intermediaries help bridge information gaps, coordinate stakeholders, and address technical or regulatory challenges associated with synergies.

A supportive policy environment is equally essential, not only by removing regulatory obstacles but also by actively incentivising participation and investment. Effective implementation depends on stakeholder engagement, cross-sector collaboration, and the presence of diverse industrial ecosystems that increase the likelihood of viable exchanges.

Finally, successful scaling requires investment—both in terms of financial resources and organisational commitment—as well as robust data management systems to improve transparency, monitor impacts, and facilitate matchmaking between actors. These elements collectively enable industrial symbiosis to transition from isolated initiatives to systemic, replicable practices within the circular economy.
