Strategic Vision and Sectoral Transformation

The EU Strategy for Sustainable and Circular Textiles (2022) outlines a comprehensive framework to transform the textile sector into a more sustainable, circular, and competitive system. Recognising the environmental and social impacts of textile production and consumption, the strategy aims to ensure that by 2030 textile products placed on the EU market are durable, repairable, recyclable, and largely made from recycled fibres.

The initiative is aligned with the European Green Deal and the Circular Economy Action Plan, positioning the textile sector as a priority value chain for achieving climate neutrality and resource efficiency. It promotes a shift away from fast fashion towards more responsible production and consumption patterns, while strengthening the resilience and global competitiveness of the European industry.

Policy Measures and Key Actions

The strategy introduces a set of regulatory and non-regulatory measures targeting the entire textile value chain. Key actions include the introduction of ecodesign requirements for textiles, improved product information through digital tools such as the Digital Product Passport, and measures to tackle overproduction and overconsumption.

A strong focus is placed on waste prevention and management, including the introduction of extended producer responsibility (EPR) schemes and the separate collection of textile waste across Member States. The strategy also addresses the issue of microplastics, aiming to reduce their release from synthetic textiles.

Complementary actions support innovation, circular business models, and new skills, while ensuring fair working conditions and transparency in global supply chains. Overall, the strategy represents a systemic approach to reducing the environmental footprint of textiles while fostering sustainable growth and consumer awareness.
