This report analyses industrial symbiosis as a circular economy strategy for Singapore, where landfill capacity constraints create urgency. It reviews international facilitation practices, evaluates existing IS support tools and develops an NLP-based system to extract resource-matching opportunities. Findings highlight that effective IS depends not only on technological tools but also on tacit knowledge, institutional capacity and stakeholder engagement.

Through empirical insights and case-based evidence, the study demonstrates how structured approaches and supportive frameworks can accelerate the adoption of symbiotic practices, contributing to circular economy transitions and more resilient industrial ecosystems.
